There is every reason to expect that the same would happen under the Senate plan, especially since Obamacare's exchanges were struggling with a too-small, too-sick enrollee pool even with the mandate in place. NPR's Alison Kodjak begins our coverage.

The nonpartisan Congressional Budget Office said that under the House bill, 23 million fewer people would have coverage by 2026. McConnell is pushing for a vote two or three days after that. President Obama's health care bill taxed corporations and the wealthiest of Americans to help pay for insurance for lower-income people.
