Trump keeps world guessing on Paris climate deal pullout

A White House official said Wednesday that Trump was planning to pull out of the Paris deal, although a final decision had not been made.

But the key question now: If Trump really does withdraw the United States from the agreement, will that reduce the global effectiveness of the agreement's symbols?

If Trump does pull out of the 2015 Paris accord on climate change, the United States would become one of only three nations in a U.N. climate group not to be signed onto the deal.

Making his first address on climate since taking the United Nations helm five months ago, Guterres said it was "absolutely essential" the world implements the 2015 agreement "with increased ambition".

It was signed by 195 countries out of 197 in a United Nations group on climate change, with Syria and Nicaragua abstaining.

Throughout his campaign for the presidency, Trump said he would roll back environmental protections and regulations and threatened to "cancel" the deal. The process will be reviewed every five years and a $100 billion a year climate finance fund for developing countries is expected to be established by 2020 with further financing in the future. In it the US had agreed to reduce its emissions by 26 percent by 2025 when compared to levels in 2005 - about 1.6 billion tons.

Musk has said he's raised climate issues with the White House before, but that despite these efforts, he's come under fire for his willingness to engage with the Trump administration. "Both ways", Mr Trump said.

"The Trumps in the Liberal party may have "champagne on ice" in preparation for the U.S. withdrawal, but that ice won't be there for very long if we don't get global warming under control".

It was the first legally binding global climate deal.

Quitting the Paris Agreement would leave Trump in a legal grey zone until the next US presidential election in 2020, retaining a vote as other nations work on detailed rules on issues such as how to monitor greenhouse gas emissions. Under Trump, who once called climate change a "hoax", the country has resisted intense pressure from its partners to commit to respecting the global accord.

In Berlin, the head of the European Commission lectured Mr. Trump that "not everything in global agreements is fake news".

The possibiity of withdrawal drew disappointment from world leaders and harsh rebuke from climate campaigners who say it would not only jeopardize the planet and human rights but go against the wishes of the majority of Americans. A letter from 22 GOP senators released on Thursday, advocating for a clean exit from the agreement, is speculated to have made some impact on the president's decision to initiate talks to withdraw.

UN Secretary General Antonio Guterres has weighed in, arguing on Tuesday that the United States should not leave the Paris Agreement.

The U.S.is the world's second largest emitter of carbon, following only China. Trump is to meet Wednesday with Secretary of State Rex Tillerson, who believes the USA should stay in so it can keep its place at the worldwide bargaining table. "This does open the opportunity for the rest of Europe and China to really lead on climate action and new technologies". The fourth-term Democratic governor, a longtime champion of environmental causes, has helped sign more than 170 mostly sub-national governments onto a non-binding pact to limit greenhouse gas emissions.
