"We want to do everything we can in training and in policy to ensure that they're put on before an officer arrives at the scene, because one can never predict when something is going to happen", she said.
'I'll do everything in my power to make sure due process is followed and justice is served'.
Justine Ruszczyk's family says they're still grappling with the reality of her death. They ask for time to grieve in private.
Ms Damond had called police earlier on Saturday night concerned a woman was being raped behind her Minneapolis home. She wrote in the post that Noor was assigned to the 5th Precinct and that "his arrival has been highly celebrated, particularly by the Somali community".
KSTP looked into Minneapolis police response times, and found the average response to high priority 911 calls was nine minutes and five seconds during the first part of 2016. The officer was acquitted in June of manslaughter and other charges.
"Justine did not have to die", she said.
Lieutenant Bob Kroll, president of the Police Officers Federation of Minneapolis, told AAP the "federation has chose to reserve all comment until case completion in the matter".
Along with Damond's friends and neighbor, the March for Healing and Justice was joined by local faith leaders, a contingent from Women's March MN and members from the Twin Cities chapter of the Black Lives Matter movement. That's where Officer Mohamed Noor shot across his partner out the open window, killing the 40-year-old bride-to-be.
"The shooting decision itself is insane to me", said Bennett.
"We gather here to grieve together in solidarity with the families, the families of those killed by police", Ashley Harness, a pastor at Lyndale United Church of Christ and a resident of the neighborhood, said during the rally.
"We are in constant contact with the Australian Government, and representatives of the US Government and Minnesota State authorities".
Meanwhile, a "march for healing" was planned for Thursday evening for Damond. They drove through an alley near Washburn and Xerxes Avenues with all their car's lights off. Harrity reported being "startled" by a sound coming from near their squad vehicle, the BCA said.
Both Noor and his partner have been placed on administrative leave as the BCA investigates, a Minneapolis police spokesman told PEOPLE.
That's when Ruszczyk approached Harrity's driver's side window.
Bennett, who helped Castile's family reach a almost $3 million settlement with the suburb of St. Anthony, was in a deposition Thursday and not immediately available for an interview.
Minneapolis attorney Bob Bennett told The Associated Press in an email Thursday that he is representing Justine Damond's family.
"He has a story to tell that no one else can tell", she said.
Mr Bennett reached a settlement of almost $3m for the family of Philando Castile, a black man killed by police during a traffic stop. Castile's family received a $3 million civil settlement. If a foreigner is involved, that does not change the nature of the investigation, but brings more visibility to an episode, Mr. Wexler said.
Police officials declined to comment on Kroll's statements, and a spokesman for Hodges didn't immediately respond to a message on Wednesday. He could be fired if he refuses, but anything he says can't be used in a criminal case.
