The disclosures highlight the danger posed by flooding in a refinery-rich section of the Gulf Coast that stretches from Corpus Christi, Texas, to Louisiana.

Over 26 inches of rain was recorded at the airport near Port Arthur, Texas, on Tuesday alone, and residents in the area were desperate to escape.

Elsewhere in the Gulf City, tired evacuees at the Bowers Civic Center were overrun by floodwaters spawned by Harvey, according to Jefferson County sheriff's deputy Marcus McLellan.

Calls for help from residents spread on social media, leading Port Arthur to trend on Twitter Wednesday morning, as residents posted their addresses and conditions, saying that they had children and older people in dire need of assistance.

The city of Houston Tuesday night warned residents about imposter Homeland Security agents who are telling people to evacuate their homes, in what the city said it believes is an effort to rob houses.

I-10 from Houston to New Orleans is one of the most heavily traveled roads in the country, normally carrying tens of thousands of vehicles each day.

Some 779,000 Texans have been told to leave their homes and another 980,000 fled voluntarily amid dangers of new flooding from swollen rivers and reservoirs, according to Department of Homeland Security acting secretary Elaine Duke.

"It's my hope that despite how massive this storm has been, that the city of Houston will quickly move to get back to where we were and then beyond that", Turner said.

"It's a lot of water and we're trying to get to higher ground".
